One of the safety tips from the local police department is to wear glow sticks or hold a flashlight for trick-or-treat for you to be seen better. Walking in the dark and cross the street is very dangerous even for adults.

Green, yellow and orange glow sticks are the brightest and the same for glow necklaces and glow bracelets.  So for Halloween safety purpose, these three colors are the best choices by police departments. The 6 inch 15mm glow sticks are the biggest and brightest, so if budgets allow, they are the primary choice.  4 inch glow sticks are not only shorter by 1/3 but also slimmer. Due to less chemical substance contained inside, the 4 inch glow sticks are not going to be as bright, but if you choose the bright colors, they would function well as safety light markers.  There are also the glow bracelets that are less expensive than the 4 inch glow sticks and they are quite bright and visible too at night.

Glow sticks all come with two main kids of packaging, individual packaging and bulk packaging.  The individual packaging has very nice look and each stick is protected by either foil bag or color box, but if you buy a thousand individual packed glow sticks, you would generate one thousand wrapping as waste.  The bulk packed are not only less hassle but save a lot in shipping as they are packed tightly and consume much less space. But for bulk packed ones, you need to hand out a string for each glow stick, the glow sticks and strings usually are not tied together.

Glow sticks bulk orders can be placed online or on the phone with the wholesalers and it is always a good idea to place orders early so it allows you time to make sure they arrive before the event and you can snap a few to check if the quality is satisfactory.  Brightness and glowing time are the two main quality factors for glow sticks.
